Draft RFP Satellite Communications (SATCOM) Engineering Support (SCES)   2

Background
The Defense Information Systems Agency (DISA) Program Executive Office for Transport (PEO-Transport) is responsible for acquiring, developing, fielding, and sustaining Satellite Communications (SATCOM) and terrestrial transport capabilities worldwide to support the Department of Defense (DoD), Combatant Commands, Military Services, and Government Agencies.

This contract aims to provide engineering and test support services for SATCOM teleport capabilities, enhancing joint forces interoperability through secured access to voice, video, data, and transport services.

Work Details
The contractor will provide systems engineering and test support related to SATCOM, Teleport, and associated transport capabilities. Key tasks include:

1. Engineering Program Management: Designate a Contractor Program Manager (CPM), manage integration control planning, task order management, meetings and reviews, posting of deliverables, data rights management, and transition planning.

2. Communications Engineering: Conduct requirements analysis, develop preliminary and final designs, implementation plans, Tier III engineering support for system issues resolution, circuit engineering updates in databases.

3. Communications Test and Evaluation: Update testing-related documentation per DoDI 5000.02; develop requirement traceability documents; conduct formal testing; manage lab spaces; ensure cybersecurity compliance.

4. Performance Requirements: Use government-designated network devices; comply with DoD baseline Information Assurance controls; maintain system baselines; provide timely deliverables including reports on various engineering activities.

Place of Performance
The primary place of performance is DISA Headquarters located at Fort Meade, MD. Unclassified work may also be performed at the contractor's facility.
