DRAFT RFP W9128F18R0020 - $95M Rapid Disaster Infrastructure (RDI) Multiple Award Task Order Contract (MATOC) - Construction - Small Business set-aside

THE PURPOSE OF THIS ANNOUNCEMENT IS TO PROMOTE EARLY EXCHANGES OF INFORMATION ABOUT A FUTURE ACQUISITION. THIS ANNOUNCEMENT DOES NOT CONSTITUTE A PRE-SOLICITATION NOTICE OF SOLICITATION ISSUANCE.

USACE Omaha District is requesting industry comments or concerns regarding this draft RFP. Response to this announcement is strictly voluntary and will not affect any firm or corporation's ability to submit an offer if and when a solicitation is released. Please do not submit any proposals in response to this draft RFP. A formal RFP under the same solicitation number will be released at a later date yet to be determined.

Please submit any questions or comments via ProjNet as part of the Bidder Inquiry via https://www.projnet.org/projnet/ using Bidder Inquiry Key: Y9M6WE-456X2R. The Government does not intend to respond to these comments during this comment period; however, the comments and concerns will be reviewed and considered in the development of the final RFP. If and when a solicitation is released, there will be another Bidder Inquiry Key established in which the Government will respond to Industry comments.

This RDI MATOC facilitates time-sensitive disaster, infrastructure, and construction related activities in support of federally funded customers. Projects may vary in size, complexity, and location, and will require a high degree of flexibility and adaptability. Contractors must respond quickly and effectively. The diverse scopes of work are time-sensitive, which necessitates a timely response in order to mitigate threat to life and property and/or operational impacts to the government. Examples include but are not limited to:

Flood Recovery: time-sensitive construction such as flood control and water diversion projects, embankments, channel alignments and flood control structures in support of civil works missions.

Infrastructure Recovery: restoration, repair, and demolition of facilities, utilities, real property systems, and other vital infrastructure requirements with time constraints that prohibit the use of other contract mechanisms.

Emergency Management: response actions such as unwatering missions, recovery actions for debris recovery, temporary housing, and other vital mission requirements.

Military: construction projects such as facilities, infrastructure, water and sanitation systems, electrical systems, natural gas and other energy systems, fences, lighting, and roads to support troop movements and other crucial military missions.

Emergency Response actions may require award and mobilization within hours of Government notification.

Emergency Recovery actions may require award and mobilization within 3 days of Government Notification.

Projects may require incidental design and/or ecological/environmental, hazardous waste recovery, and munitions work.

This Scope also encompasses construction applications and technologies needed to support time-sensitive construction projects in various locations within the U.S. (defined as all 50 states). Individual Task Orders will further define specific project requirements once identified.

This solicitation is open to Small Businesses. The Government intends to award up to four (4) Firm Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) construction contracts under this announcement. The work shall be in accordance with Request for Proposal documents issued within this solicitation.
