This update provides notice of a confirmed date for the Pre-Proposal Conference (PPC) Event originally discussed in the 6 April 2023 update. The PPC Event will be conducted on site at Naval Air Station (NAS), Corpus Christi, Texas and is scheduled on 23 May 2023. Offerors that requested attendance by the deadline of 20 April 2023 will be provided separate instructions regarding base access via email no later than 4 May 2023.

This update also provides notice of the Government's schedule leading up to release of the Final Request for Proposal (RFP). The Government anticipates the release of the Final RFP on or around 8 May 2023.

This notice does not constitute a RFP and is not a commitment by the U.S. Government to procure subject products. Responses in any form are not offers. The Government is under no obligation to (1) respond to questions or feedback nor (2) award a contract because of this announcement.

The Statement of Work (SOW) and Specification distributed to interested parties on 14 April 2023 contained an incorrect date of 17 February 2023 in the header, beginning on page 2 of each document. ***Update 6 April 2023***

This update includes the majority of questions posed as a result of the Multi-Engine Training System (METS) Ground Based Training System (GBTS) Industry Day event held on 7 March 2023, and the Government's answers. The remaining questions, Government answers and the resulting updated draft RFP with associated attachments will be posted on or around 12 April 2023. In addition, any proprietary questions will be sent to the requester(s) on or around 12 April 2023.

This update also provides notice of a potential Pre-Proposal Conference (PPC) Event for the UPCOMING METS GBTS FINAL RFP. As part of this PPC Event, the Government will seek feedback on the UPCOMING N6134023R0015 METS GBTS FINAL RFP and associated attachments. During the PPC timeframe, attendees will have the opportunity to view the facility. If interested in attending the PPC Event, please review and provide the requested information below:

The PPC Event will be conducted on site at Naval Air Station (NAS), Corpus Christi, Texas and is tentatively scheduled on or around the week of 15 May 2023. All Offerors are required to request attendance no later than Thursday, 20 April 2023, 5:00pm EST. All attendance requests shall be submitted to Mr. Michael Davis, Contract Specialist, by email at michael.c.davis315.civ@us.navy.mil and Mrs. Jessica Mctaggart, Contract Specialist, by e-mail at jessica.h.mctaggart.civ@us.navy.mil. All attendance requests shall include the following information:

1. Company Name

2. Company Cage Code

3. Company Point of Contact

4. List of Company Participants and Job Titles (Note that attendance will be limited to two participants per company)

Following the 20 April 2023 deadline, the Government will provide details regarding any further information required and specifics regarding accessing the site in NAS, Corpus Christi, Texas.

Background
The U.S. Government, specifically the Naval Air Warfare Center Training Systems Division (NAWCTSD), is issuing a Draft Request for Proposals (RFP) for the Multi-Engine Training System (METS) Ground Based Training System (GBTS).

The goal of this contract is to provide comprehensive training systems that enhance the operational capabilities of naval aviation. This effort is intended to be a full and open competition with a small business participation goal of 5.5%. The contract will involve the delivery of various training devices and associated services.

Work Details
The contract will include the following supplies and services:
- **Unit Training Devices (UTDs)**:
- UTD-1 & Debrief Station
- UTD-2 & Debrief Station
- UTD-3 & Debrief Station
- Instructor/Operator and Maintenance Training for UTDs
- **Operational Flight Trainer (OFT)**:
