Solicitation Number: W9128F23R0022

Draft Request for Proposal (RFP): The Government is seeking questions, comments, suggestions, and corrections to improve the draft solicitation for this procurement. Potential Offerors may exchange as much information about internal business practices or potential solutions to the Army on a confidential basis. The Draft RFP is not a formal solicitation; it is a mechanism for potential Offerors to comment on all aspects of the Draft RFP and identify unnecessary or inefficient requirements. Information Offerors need to prepare its proposal, however, will be disclosed to all potential Offerors at the earliest possible opportunity. All feedback provided by industry on this draft RFP shall be provided at no charge to the government. Offerors should not expect a Government response to feedback provided, instead any feedback will be reviewed and incorporated into the final RFP, at the Government's discretion

The Government emphasizes that this is not a request for competitive proposals. This is a Draft RFP announcement only. No evaluation letters and/or results will be issued to the respondents. Solicitation requests will not be acknowledged. USACE Omaha is not seeking or accepting unsolicited proposals, and USACE Omaha will not accept telephone inquiries. The final RFP may be different from the Draft RFP.

Magnitude of Construction: Disclosure of the magnitud eof construction, as prescribed in FAR 36.204 and DFARS 26.204, is between $100M and $250M.

Project Period of Performance: 900 calendar days from construction NTP.

DRAFT Evaluation Documents: In order to facilitate fruitful exchange with industry, draft solicitation documents are being provided for review:

  • Draft contracting front end.
  • Draft Source Selection Evaluation Criteria (00 22 00)
  • Technical Specifications
  • Technical Drawings (Need to email POC for file to be sent via DoD SAFE)

Background
The U.S. Army Corps of Engineers (USACE) Omaha District is issuing a Draft Request for Proposal (RFP) for the construction of an Integrated Command Center (ICC) at F.E. Warren Air Force Base in Cheyenne, Wyoming.

This project aims to support the Ground Based Strategic Deterrent (GBSD) Intercontinental Ballistic Missile mission and is part of the agency's broader mission to enhance national security through military construction projects.

The estimated magnitude of construction is between $100 million and $250 million.

Work Details
The scope of work includes:
1. Construction of the ICC Building as per RFP drawings and specifications, complete to the five-foot line, excluding separately listed items.
2. Construction of HEMP Shielding, including steel structure, inspection platform, secure lid, waveguides, acceptance & testing.
3. Sitework including utilities and pavements from the five-foot line to limits of construction, including all required site demolition.
4. Environmental remediation of contaminated soil or groundwater, including temporary sheet piling, soil testing & dewatering.
5. Cybersecurity documentation and alterations to commercial equipment to meet cybersecurity requirements.
6. Procurement and installation of Furniture, Fixtures & Equipment (FF&E).
7. Procurement and installation of UPS Equipment.
8. Procurement and installation of LCD Displays and VTC Conference Rooms.
9. Procurement and installation of Electronic Security Equipment including access control systems and CCTV systems.
10. Procurement and installation of all Communications & IT Equipment.
11. Excavation & transportation of contaminated soil off-site to an approved landfill.
12. Additional filtration for removal of groundwater contaminants.

Period of Performance
The period of performance for this contract is 900 calendar days from the Notice to Proceed (NTP).

Place of Performance
The construction projects will be performed at F.E. Warren Air Force Base in Cheyenne, Wyoming.
