DRAFT RFP for AARDT and E Support Services   3

Background
The Naval Air Warfare Center Aircraft Division (NAWCAD) is issuing this Draft Request for Proposal (RFP) for Advanced Aircraft Research, Development, Test and Evaluation (AARDT&E) support services. The goal of this contract is to provide comprehensive research, development, management, design, documentation, fabrication, installation, integration, testing, evaluation, operation, and maintenance for Integrated Battlespace Simulation and Test (IBST) capabilities and associated laboratories and facilities. This contract supports the mission of NAWCAD and other Department of Defense (DoD) programs.

Work Details
The contractor will perform a range of tasks including:

- Conducting research and development studies to identify signal densities and environmental conditions.
- Establishing simulation requirements.
- Integrating advanced test technologies.
- Providing engineering and technical support during test events.
- Operating simulation hardware.
- Maintaining AARDT&E facilities in a Ready-To-Test status.
- Performing TEMPEST testing.
- Developing virtual warfighting scenarios.
- Conducting technical research studies on communication systems.
- Providing project administrative support.

Specific tasks include:
1. Researching and developing new systems or modifications to enhance capabilities.
2. Operating simulation hardware and associated systems.
3. Maintaining AARDT&E facility documentation.
4. Providing training on T&E processes and methods.
5. Ensuring compliance with Sensitive Compartmented Information (SCI) requirements.

Period of Performance
The contract will have a single five-year ordering period with the possibility of a six-month option. Specific periods of performance will be determined upon award of individual task orders.

Place of Performance
The majority of work will be performed at the Government site located at NAWCAD in Patuxent River, MD, with some work potentially conducted at the contractor's site.
