Description

THIS DRAFT REQUEST FOR PROPOSAL (RFP) IS FOR A PENDING SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO AWARD A CONTRACT FROM THIS ANNOUNCEMENT.

The Naval Sea Systems Command (NAVSEA) intends to issue solicitation N00024-25-R-4135 for the dismantlement and disposal of Ex ENTERPRISE (CVN 65). The Navy intends to award a Firm-Fixed-Price contract for accepting vessel Transfer of Custody, at the dismantlement site, completely dismantling and disposing of the EX-ENTERPRISE (CVN 65) and obtaining certificate of release for radiological controls from the Nuclear Regulatory Commission (NRC) and providing a certificate of completion to NAVSEA. A Special Incentive Fee will be available to ensure NRC compliance. Additionally, the Navy has established a process with the NRC for technical and contractual implementation of NRC regulations governing the disposal of the EX-ENTERPRISE (CVN 65).

A draft of the anticipated solicitation Sections A-K is attached to this notice. Written questions and comments should be provided to the points of contact listed in this notice. The Government plans to conduct a virtual industry day to discuss the attached draft RFP on 08 August 2024. Interested parties should indicate their interest and availability to the points of contact listed in this notice.

Background
The Naval Sea Systems Command (NAVSEA) intends to issue solicitation N00024-25-R-4135 for the dismantlement and disposal of Ex ENTERPRISE (CVN 65). The Navy aims to award a Firm-Fixed-Price contract for accepting vessel Transfer of Custody at the dismantlement site, completely dismantling and disposing of the EX-ENTERPRISE, obtaining a certificate of release for radiological controls from the Nuclear Regulatory Commission (NRC), and providing a certificate of completion to NAVSEA. A Special Incentive Fee will be available to ensure NRC compliance.

The Navy has established a process with the NRC for technical and contractual implementation of NRC regulations governing the disposal of the EX-ENTERPRISE.

Work Details
The contractor will be responsible for several key tasks as outlined in the Statement of Work (SOW):
1. **Contractor Preparation for Taking Custody of Ship**: This includes submitting an Operational Plan and Physical and Information Security Plan to the Navy.
2. **Transfer Custody of the Ship (CVN 65)**: Acceptance of the vessel at a mutually agreed site near contractor facility.
3. **Decommissioning Work Plan (DWP)**: Preparation and submission of a DWP to NRC for approval, detailing how dismantlement will be conducted.
4. **Completion of Dismantlement and Disposal**:
- Non-Radiologically Controlled Ship Sections/Spaces as approved in the Custody Plan.
- Radiologically Controlled Ship Sections/Spaces as approved in the DWP.
5. **Post-Dismantlement Activities**: Including documentation of material recycling and disposal, performing site release surveys, and submitting site release requests with documentation to NRC and Navy.
6. **Data Items**: Prepare and deliver data as per Contract Data Requirements List.
7. **Incentive Fee**: An optional incentive fee up to $3,000,000 for radiological regulatory compliance.
