DRAFT RFP - Army Audited Financial Statements Compilation and Publication   2

Background
The Army Contracting Command - Aberdeen Proving Ground on behalf of the Assistant Secretary of the Army Financial Management and Comptroller (ASA(FM&C), seeks industry feedback on a DRAFT Request for the Proposal (RFP) for the Army Audited Financial Statements Compilation and Publication action. This is not a request for proposals or bids. Responses in any form are not offers and the government is under no obligation to award a contract as a result of this notice. No funds are available to pay for preparation of responses of this notice. Any information submitted by respondents to this notice is strictly voluntary.

Work Details
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to prepare and publish the Army’s General Fund, Working Capital Fund, and Civil Works Fund quarterly and annual Financial Statements as defined in this Performance Work Statement except as specified in Part 3 as Government furnished property and services. The contractor shall perform to the standards in this contract. The contractor shall be an IPA firm and utilize their knowledge accordingly to assist the Army with compiling and publishing the Army Financial Statements.
Services include providing expert advice regarding OMB and OSD Financial Statement requirements and with appropriate Standard general ledger account codes for transactions and analysis.

Period of Performance
The period of performance includes transition-in activities within 60 calendar days from the execution of the award, followed by a transition-out period that begins at least 90 calendar days prior to the end of the contract.

Place of Performance
The contractor is responsible for conducting business between 8:00 AM and 5:00 PM EST Monday thru Friday except Federal holidays or when facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.
