Background
The Test Facility Operations, Maintenance, and Engineering III (TFOME III) contract is issued by NASA with the goal of providing comprehensive operations, maintenance, and engineering support for test facilities.
The contract aims to ensure the effective functioning of these facilities in alignment with NASA's mission objectives.

Work Details
The contractor will be responsible for a variety of tasks including:
1. Adhering to the Sample Work Breakdown Structure (WBS) as provided in Appendix B, which cannot be modified by Offerors.
2. Developing a Safety, Health, and Environmental Management Plan along with a Health and Safety Plan (HASP), where the corporate HASP is due with the proposal and the contract-specific HASP is due 30 days post-award.
3. Providing a list of critical personnel related to safety and emergency situations during contract performance, distinct from key personnel as defined in sections L and M of the RFP.
4. Ensuring compliance with Process Safety Management regulations as outlined in 29 CFR 1910.119, with training provided to new employees during phase-in.
5. Managing data transfers into NASA's CMMS system using Secure File Transfer Protocol (SFTP) or Secure Copy Protocol (SCP), ensuring security measures such as Public Key Infrastructure (PKI) are in place.

Place of Performance
The work will primarily take place at NASA's Lewis Field or Armstrong Test Facility.
