DRAFT Request for Proposal (RFP) and Pre-Solicitation Conference for the Limited Interim Missile Warning System (LIMWS)   3

This is a DRAFT Request For Proposal (RFP) for a potential contract award associated with the Statement of Work (SOW) entitled, "Prototyping and Production of Limited Interim Missile Warning System (LIMWS) Quick Reaction Capability (QRC)," dated 24 April 2017, in support of Program Executive Office (PEO) Intelligence Electronic Warfare & Sensors (IEW&S), Project Management Office (PMO) Aircraft Survivability Equipment (ASE).
The ASE LIMWS QRC will meet the Army's directed requirement for an updated missile warning system to address the current and emerging threats.
It is anticipated that this acquisition will be conducted on the basis of full and open competition utilizing a combination best-value source selection procedure.

Upon PM ASE's validation of the offeror's Facility Clearance Level (FCL) and company's authorization to store classified information, the classified SPS and Draft Security Classification Guide (SCG) will be sent to the provided classified mailing address. All classified and sensitive material sent to the offerors will include a DA 3964, Classified Document Accountability Record, which must be signed upon receipt and returned to usarmy.redstone.peo-avn.mbx.iews-ase-limws@mail.mil.
All UNCLASSIFIED responses, questions and comments concerning this DRAFT RFP and Pre-Solicitation Conference must be submitted in writing (please use provided template form) by 1400 Central on Tuesday, 16 May 2017 to usarmy.redstone.peo-avn.mbx.iews-ase-limws@mail.mil. Verbal/telephonic questions or comments will not be accepted.

A Pre-Solicitation Conference will be held in Huntsville, AL on Wednesday, 10 May 2017 from 0900 - 1630 Central.

The purpose of the LIMWS Pre-Solicitation Conference is to promote competition by providing industry a better understanding of the upcoming procurement; provide industry a networking opportunity to build teaming arrangements; and provide an opportunity for the Government to introduce preliminary aspects of the procurement prior to releasing a formal RFP. The highest classification level will be Secret/NOFORN. Portions of the requirement are considered CLASSIFIED and vendors must be approved to attend. In order to receive approval to attend the Pre-Solicitation Conference, potential offerors shall send the following information to usarmy.redstone.peo-avn.mbx.iews-ase-limws@mail.mil by 1400 Central on 5 May 2017:

Registration for this event will open 24 April 2017. The deadline to request attendance is 1400 Central on 5 May 2017. Visit approval is contingent upon email approval from, LIMWS Lead via usarmy.redstone.peo-avn.mbx.iews-ase-limws@mail.mil. Upon notification of approval, visitors will be provided an Agenda and the event location as well as procedures to submit a classified visit request. In order to promote an informative and successful conference, attendance is by registration only. Only those with a confirmed registration will be permitted to attend. Registration is limited to no more than five (5) representatives per company.
