Command Fleet Readiness Center (COMFRC) intends to award a single source Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract for Fleet Readiness Center, Aviation Support Equipment (FRCASE) services 3rd QTR FY23 utilizing 8(a) set aside procedures.

The purpose of this draft Request for Proposal (RFP) release is to solicit industry feedback and questions on its content. Interested potential Offerors may complete and submit the Enclosure (1) Industry Feedback Excel file no later than 2 PM EST on 11 October 2022 for Government consideration. The Government intends to release a final RFP in early November 2022 without holding a pre-solicitation conference, and anticipates a 30-day period for proposal submissions.

Background

Work Details
The contract will involve providing Maintenance, Repair, Overhaul, and Logistics Support for Fleet Readiness Center, Aviation Support Equipment. The work includes providing agile, relevant, quality Aviation Support Equipment (ASE) maintenance, repair, and overhaul services to meet Naval Aviation Enterprise and the Navy’s Fleet Response Plan requirements with improved efficiency and reduced costs. It also involves centralized management of SE Rework planning and scheduling, quality assurance management, kitting, end-to-end order fulfillment, site support services, and maintenance support.
Additionally, it encompasses the development of Standard Operating Procedures (SOPs), support for SE to accommodate deployed United States Navy and United States Marine Corps fleet forces, management of workload within the scope of the MRO contract including Other Customer Support (OCS), such as Naval Supply Systems Command Weapon System Support (NAVSUP), Foreign Military Sales (FMS), and Program Manager AIR (PMA) support.

Period of Performance
The ordering period for this contract is 36 months with a specific Period of Performance (PoP) for individual task orders defined at the task order level.

The place of performance is nationwide.
