Description

FY26 Latrines and Handwash Stations. This is for the Indefinite Delivery/Indefinite Quantity Firm Fixed Price
Task Order contract at National Training Center and Fort Irwin Installation. Sixty (60) month ordering period. Period of
Performance 01 May 2026 - 30 April 2031. The purpose of this draft request for proposal is to solicit feedback from industry
on the performance work statement and for industry to ask questions on the latrines and handwash stations requirement for
the National Training Center at Fort Irwin, CA. Feedback and questions received will help inform the government's acquisition
strategy and source selection plan. It is anticipated this will be a competitive service-disabled veteran owned small business
set aside solicitation.

Background
The FY26 Latrines and Handwash Stations contract is an Indefinite Delivery/Indefinite Quantity Firm Fixed Price Task Order contract issued by the National Training Center at Fort Irwin Installation.

The purpose of this draft request for proposal is to solicit feedback from industry regarding the performance work statement and to allow industry to ask questions about the latrines and handwash stations requirement. This feedback will inform the government’s acquisition strategy and source selection plan. Work Details
The contractor is required to provide non-sewer portable latrines and hand wash stations. Key tasks include:
1. Accessing proprietary data and information, ensuring confidentiality as per the Privacy Act of 1974.
2. Providing key personnel, including a Contract Manager with at least three years of experience in managing contracts related to handwash stations and latrine distribution, along with an Alternate Program/Contract Manager with a minimum of two years of relevant experience.
3. Ensuring all contractor personnel identify themselves appropriately in public settings to avoid confusion with government officials.
4. Complying with safety laws and regulations, including developing an Accident Prevention Plan prior to work initiation.
5. Submitting signed non-disclosure agreements before commencing work.
6. Implementing quality assurance measures as outlined in the Quality Assurance Surveillance Plan (QASP) to ensure compliance with contract requirements.
