Background
The Forces Surveillance Support Center (FSSC) is issuing a DRAFT Request for Proposal N00189-25-R-Z003 for the ROTHR Operations & Maintenance services. The mission of FSSC is to provide tactically significant air and maritime track data to JIATF-S, supporting national security by monitoring illicit trafficking.

The ROTHR system, developed during the Cold War, has evolved to support counterdrug operations and is operational 24/7 across multiple locations including Virginia, Texas, and Puerto Rico.

Work Details
The contractor will be responsible for operating, maintaining, and supporting the Relocatable Over-the-Horizon Radar (ROTHR) system. Key tasks include:
1. **Operations Control Center (OCC)**: Manage watch stations, detection and tracking operations, and communications coordination.
2. **Radar Systems Maintenance & Repair**: Maintain radar systems to meet performance standards, including maintenance of transmit and receive subsystems, testing and data collection, and corrective actions based on reliability assessments.
3. **Installation Support**: Provide maintenance for facilities in Virginia, Texas, and Puerto Rico including environmental health and safety programs.
4. **Quality Control**: Implement a quality control program compliant with ISO 9001 standards.
5. **Security**: Ensure physical security measures are in place at all sites.
6. **Logistics Support**: Manage government-furnished property and maintain detailed records of maintenance activities in an Enterprise Asset Management System (EAM/MMIS).
7. **Emergency Repairs**: Respond immediately to emergencies to prevent further damage or loss of life.

Period of Performance
The anticipated contract performance period is from May 1, 2026, through April 30, 2027, with options that could extend the period through April 30, 2031.

Place of Performance
The contract will be performed at various locations including Virginia, Texas, and Puerto Rico.
