Industry questions have closed as of 27 September for the Draft RFP phase. NAWCAD will post our responses to this announcement in the next week. The Final RFP is still projected for release by mid to late October. At this time please find enclosed the APSD Industry Day Briefing and the list of companies who attended industry day.

Draft Request for Proposal (RFP) Aircraft Prototype System Division (APSD) Contractor Support Services (CSS)

The final APSD CSS RFP will be released via Procurement Integrated Enterprise Environment (PIEE) mid to late October 2023 with an anticipated thirty (30) calendar days for proposal submission.

Industry questions on the Draft RFP is due no later than September 27, 2023.

The anticipated NAICS code for this requirement is 336413 with a size standard of 1,250 employees. The anticipated product service code (PSC) is K015. Interested small businesses that are qualified as a small business concern under the NAICS 336413, within a size standard of 1,250 employees, are encouraged to submit their comments and feedback and should identify their company's small business size standard based on that code.

Note: For the purpose of this draft solicitation, the sample task have been removed. The sample tasks will be included in the final solicitation.

Background
The Naval Air Warfare Center Aircraft Division Prototyping, Instrumentation, & Experimentation Department’s Aircraft Prototype Systems Division seeks contractor technical support services to provide integrated airworthy prototypes, flight test instrumentation, and system experimentation capabilities for U.S. Navy and Marine Corps aircraft programs in support of Naval Air Systems Command mission objectives.

Work Details
Section C – Statement of Work:

1.1 APSD Contract Support:
Provide technical services and deliverables to meet prototyping requirements of APSD infrastructure, engineering shops, and aircraft modification teams supporting manufacturing, airworthiness, rapid reaction, and transition.

Activities include:
- Support to the APSD AS9100D Quality Management System
- Perform engineering and manufacturing research, design, analysis, airworthiness, and documentation for air vehicle and mission system development, system definition and architecture development, modification programs, and obsolescence solutions
- Develop aircraft parts, assemblies, and modifications via technical data packages and manufacturing documentation
- Provide technical support to manufacturing shops for aircraft electrical and mechanical component manufacturing, modification, and installation
- Perform project and financial management, analysis, and reporting
- Provide facility and access control support
- Provide organizational operations and administrative support

1.2 APSD Division Overview:
Conduct systems research and analysis, electrical/electronic and mechanical/structural engineering, reverse engineering, airworthiness analysis, documentation, manufacturing, fabrication, and flight certification coordination for prototype integration into military and commercial derivative aircraft.
Support infrastructure and facility requirements across APSD and the PIE Department.
Direct labor support roles include sheet metal technicians (Levels II–V), wiring technicians (Levels II–V), machinists (Levels III–V), acquisition specialists, HAZMAT coordinator, material coordinator, laborers, management analysts, project managers (Junior to Senior), program managers (Senior), project analysts, project scheduling analysts (Junior to Journeyman), and safety specialist.

Period of Performance
The base ordering period commences at contract award and extends for 60 months, with two additional 12-month option periods.
Individual task orders will specify their specific period of performance.

Place of Performance
Naval Air Station Patuxent River, Maryland (APSD facilities).

Bidder Requirements
Set-aside: Small Business Set Aside – Total (SBA).
Personnel must meet key qualifications:
- High school diploma or equivalent and 3-15 years’ experience for sheet metal, wiring, and machinist technicians
- IPC/WHMA-A-620 certification for wiring technicians within 60 days of award
- BA/BS degree and 1-15 years’ experience for acquisition specialists, management analysts, and project managers
- Master’s degree and minimum 10 years’ experience (including 5 years management) for senior program managers
- HAZMAT coordinator with 3 years’ experience
- Safety specialist with BS/BA degree and 5 years’ experience
- Capability to handle classified information per DD Form 254
- Compliance with AS9100D, NAVAIRINST 3710.1 series, and DFARS 252.228-7001.
