SDA seeks industry feedback for the final of three types of Tranche 2 Transport Layer (T2TL) space vehicles T2TL Gamma. This draft program solicitation expands upon the foundation for Tranche 2 of the Proliferated Warfighter Space Architecture (PWSA) previously described in the T2TL Alpha and Beta solicitations.

SDA expects to procure approximately 20 T2TL Gamma space vehicles with a payload specifically designed to close future kill chains via the PWSA. The Gamma variant will share certain baseline characteristics with the other T2TL variants (Alpha and Beta) outlined in the RFP.

T2TL features multiple space vehicle and mission configuration variants procured through a multi-solicitation and multi-vendor acquisition approach. The initial launch capability is scheduled for September 2026.

The T2 Gamma draft program solicitation is comprised of unclassified solicitation documents as well as classified material on technical details of payload development. Per the program solicitation, interested offerors need to contact SDA to receive documents that contain Controlled Unclassified Information (CUI). Background
The Space Development Agency (SDA) is seeking industry feedback for the final of three types of Tranche 2 Transport Layer (T2TL) space vehicles, known as T2TL Gamma. This draft program solicitation expands upon the foundation for Tranche 2 of the Proliferated Warfighter Space Architecture (PWSA) previously described in the T2TL Alpha and Beta solicitations. SDA expects to procure approximately 20 T2TL Gamma space vehicles with a payload specifically designed to close future kill chains via the PWSA. The T2TL features multiple space vehicle and mission configuration variants procured through a multi-solicitation and multi-vendor acquisition approach. The initial launch capability is scheduled for September 2026.

Work Details
The T2TL-Gamma constellation will be launched no later than June 1, 2027. The Offeror is expected to plan their program around the milestone dates and deliverables specified in Attachment 1 – Statement of Work (SOW), and Attachment 2 – Technical Requirements Document (TRD) of this solicitation.

The T2TL will establish its initial launch capability in September 2026 and will continue with a monthly launch campaign of the multiple T2TL variants over the following year. After being launched into an insertion orbit by an NSSL launch vehicle, each plane of T2 SVs will undergo launch and early operations (LEOps), which includes the Separation / Initialization / Checkout / Orbit Raising (SICO) phase and the Functional Acceptance Test (FAT). Following LEOps, each plane of SVs will undergo a similar set of functional tests from the OCs during a brief Operational Acceptance Test (OAT) and begin their transition to Mission Operations. The Offeror will continue to support their SVs for a period of up to five (5) years following the transition to Mission Operations.

Period of Performance
The planned T2TL-Gamma constellation parameters are defined with two configurations – Closely Spaced and Uniformly Spaced. The T2TL-Gamma constellation is expected to be operated from either configuration and to transition between configurations.

The geographic location(s) where the contract will be performed include Grand Forks AFB, ND and Redstone Arsenal, Huntsville, AL.
