The purpose of this announcement is to provide the DRAFT Solicitation as well as the documents associated with the DRAFT Solicitation (Section J, Attachments) for the Naval Air Warfare Center Aircraft Division (NAWCAD) Webster Outlying Field (WOLF) Airborne Systems Integration (ASI) Division Multi-Mission Data Links (MMDL) N00421-24-R-0005 procurement. A Table of Contents identifying the contents of the Section J attachments can be found on page 80 of the DRAFT Solicitation. Please review the DRAFT Solicitation along with the associated documents and provide feedback. Please provide specific comments. However, the comments are Industry?s opportunity to highlight areas of the DRAFT Solicitation that may need clarity. Comments will be considered and reflected in the Final Solicitation, if applicable. No phone calls will be accepted. Industry?s review and feedback provided on the solicitation in its entirety is highly desirable and appreciated. Description of Requirement: The Naval Air Warfare Center Aircraft Division (NAWCAD) Webster Outlying Field (WOLF) at Patuxent River, MD announces its intention to procure, on a competitive basis, the services necessary to provide technical, engineering, modernization, installation, integration, test, and operational services to the ASI Division in support of Department of Navy (DON), Department of Defense (DoD), and other Government agency projects. These support services shall include, but are not limited to, engineering services for procurement specification development, technical contract administration, Quality Assurance (QA), data link in-service engineering, installation engineering, fleet support, intermediate and depot-level repairs, equipment reproductions and overhauls, design engineering and implementation services for data link stimulators/simulators, and specialized test equipment for troubleshooting, repair, and performance/quality evaluation of data links.This procurement will be a full and open competition. The North American Industry Classification System (NAICS) code is 541330, Engineering Services, with a small business size standard of $47,000,000. The Product Service Code (PSC) for this requirement is K058 ? Modification of Equipment ? Communication, Detection, and Coherent Radiation Equipment. This requirement is a follow-on procurement for N00421-18-D-0001. The Government requests all comments and questions to be submitted by 12:30 PM on 28 February 2024.
