12/23/2024: A DRAFT solicitation has been provided FOR INFORMATION ONLY. All documents are subject to change. Please note the ProjNet bidder inquiry key for the solicitation will be activated no later than 26 December. Potential bidders are encouraged to submit questions in accordance with the draft solicitation instructions ahead of the formal advertisement. When the formal solicitation is advertised, a VIRTUAL pre-proposal conference will be conducted. Additional information will be provided with the formal solicitation.

In order to register, the attached Base Access Request must be completed in full and emailed to both kristina.k.morrow@usace.army.mil AND Andrew.a.cochran@usace.army.mil IN EXCEL FORMAT. If you do not complete all fields or you do not return the EXCEL document, your information will not be submitted for base access and you will not be allowed to attend the site visit. IMPORTANT INFORMATION: ALL FIELDS OF THE BASE ACCESS REQUEST FORM MUST BE COMPLETE FOR ALL ATTENDEES. Attendance is limited to ONE (1) Vehicle per prime contractor. The site visit is tentatively scheduled for 11 and 12 December 2024. Visits will be staggered and information will be provided on the meeting location and time no later than 09 December 2024. If your firm is not contacted, please assume your firm did not receive base access and cannot attend the site visit. Personal Protective Equipment (PPE) will be required to walk the site (IE: reflective vests, hard hats, steel toed boots, etc). Please plan on muddy conditions. IMPORTANT DATES: The DRAFT Plans and Specifications are provided for information only and ARE subject to change when the formal solicitation is announced. The solicitation is scheduled to be formally advertised on or about 05 December 2024.THE CUT OFF DATE to sign up for the pre-proposal site visit is 22 November 2024 at 1300 CET. If you submit after this date and time you will NOT be allowed to attend the site visit.PLACE OF PERFORMANCE: Powidz Air Base, PolandPROJECT TITLE: Munitions Storage Area (MSA), PowidzACQUISITION INFORMATION: USACE NAU anticipates soliciting and awarding a stand-alone construction Design-Bid-Build (DBB) Firm-Fixed Price (FFP) contract for the construction of the Munitions Storage Area (MSA) at Powidz Air Base, Poland. The construction completion period is anticipated to be 1020 calendar days after the Contractor receives the Notice to Proceed for the basic work. The project includes the construction of 56 earth covered magazines (ECMs) with supporting maintenance buildings and operational pads, rail, paving, fencing, utilities and appurtenances. All ECMs under this project will be identical in both design and construction.The anticipated magnitude of construction for this project is between $100,000,000 and $250,000,000.This acquisition will be an unrestricted action under full and open competitive conditions, subject to certain restrictions under the National Competitive Bidding Plus (NCB+) procedures: namely, this acquisition is open to all eligible firms registered and incorporated in a North Atlantic Treaty Organization (NATO) member nations. Only firms from the 32 NATO countries will be permitted to participate as part of this project to include the prime contractor, sub-contractor(s), and manufacturers. None of the work, including labor and services, shall be performed by other than firms from within the 32 NATO member nations. Additionally, no materials or items of equipment to include identifiable sub-assemblies shall be manufactured or assembled by a firm other than from within the 32 NATO member nations.
