Background
The Naval Air Warfare Center - Aircraft Division (NAWCAD) at Patuxent River, MD is issuing an Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a five-year ordering period for support for Naval Test Wing Atlantic (NTWL) Mission Systems Test and Evaluation Department (MSTED). MSTED leverages and develops a diverse workforce collaborating across organizations to gather and analyze flight test data on installed avionics, sensors, navigation systems, communications, electronic warfare systems, cyber threats, and crew systems to provide timely, evidence-driven recommendations on system capabilities in support of warfighter missions.

Work Details
The Contractor shall provide Engineering, Technical, and Project Management support for Developmental Test and Evaluation (DTE) in the areas of test planning, test conduct, data analysis, test reporting, technical documentation, test project management, and systems engineering through utilization of command and program test and evaluation toolsets. The Contractor shall maintain the capability to prepare documents and software packages compatible with Information Technology (IT) environment through the security classification of Top Secret. The work location will be approximately 85 percent at Government sites and 15 percent at Contractor sites. The Contractor shall have the capability to host and conduct meetings at the classification levels up to Top Secret and have contractor furnished telephone and VTC capability. The Contractor may utilize alternate worksites/locations and telework to support continued performance of its contract company policy upon notification to, and concurrence from the Contracting Officer's Representative (COR).

Period of Performance
The contract will have a five-year ordering period.

Place of Performance
Approximately 85 percent of work will be performed at Government sites including Patuxent River, MD Naval Air Station (NAS) or nearby facilities in the respective program and office buildings, laboratories, and hangar locations. The remaining 0 to 15 percent of the effort may be performed at other sites including Dallas/Fort Worth, TX; Orlando, FL; Washington, DC; Huntsville, AL; Eglin Air Force Base, FL; St. Inigoes, MD; Point Mugu, CA; China Lake, CA; Norfolk, VA; and Lakehurst, NJ.
