Background
The Fielded Training Systems Support V (FTSS V) contract is issued by the U.S. Navy, specifically aimed at providing Navigation Seamanship and Ship-handling (NSS) Contractor Instructor Services (CIS). The goal of this contract is to support the training of U.S. Navy Surface Warfare Officers and Enlisted bridge navigation watch standers across various facilities in the United States and abroad.

Work Details
The contractor shall provide NSS instruction, operation, and curriculum support as required by the Navy. This includes training at multiple locations:

- Pearl Harbor, HI
- Newport, RI
- Mayport, FL
- Everett, WA
- Pascagoula, MS
- Bath, ME
- Rota Spain
- Manama, Bahrain

The contractor is also responsible for ensuring compliance with all applicable clauses under the FTSS V Multiple Award Contract (MAC), including quality assurance methods and performance metrics. The contract includes provisions for pricing evaluation through a Price Evaluation Worksheet (PEW) and a Price Breakout Worksheet (PBW) to be populated at contract award. All tasks are categorized under Firm Fixed Price CLINs except for travel-related expenses which will be estimated separately.

Period of Performance
The contract period of performance begins on June 1, 2025, with mobilization lasting for 2 months until July 31, 2025. The base period extends for 6 months from August 1, 2025 to January 31, 2026. There are options available for subsequent periods extending up to 12 months each until January 31, 2030.

Place of Performance
The services will be performed at various locations including San Diego, CA; Norfolk, VA; Great Lakes, IL; Pearl Harbor, HI; Newport, RI; Mayport, FL; Everett, WA; Pascagoula, MS; Bath, ME; Rota Spain; Manama, Bahrain; Sasebo and Yokosuka in Japan.
