DPTMS Portable Latrine and Hand Wash Stations

Background
The Range Branch of the Directorate of Planning, Training, Mobilization, and Security (DPTMS) at Fort Bliss needs portable latrines and hand-washing stations to support Department of Defense (DOD) civilian range operators and Contractors working in locations without access to running water infrastructure across various locations throughout the range complexes across Fort Bliss (DARC, MRC, ORC). Certain locations require multiple portable latrines due to the physical distance between various work areas on certain ranges. DPTMS must meet Field Sanitation requirements during work hours and range operations. DOD civilians cannot work without field sanitation available, IAW FM 21-10, Field Hygiene & Sanitation, and Fort Bliss Field Policy.

Work Details
This is a non-personal services contract to provide Portable Latrines and Hand Wash Stations with Cleaning Services and Related Maintenance. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide Portable Latrines and Hand Wash Stations with Cleaning Services and Related Maintenance at various locations located on Dona Ana (DARC), McGregor (MRC), Oro Grande Range (ORC) Complexes, and Fort Bliss, Texas. The Contractor shall perform to the standards in this contract to ensure that services are being conducted within the standard outlined in 29 CFR 1910, Occupational Health and Safety, and US Army Field Manual 21-10, Field Hygiene and Sanitation.

Period of Performance
The Period of Performance (PoP) shall be for one (1) year with two additional option years: 1 June 2024 – 31 May 2025; 1 June 2025 – 31 May 2026; 1 June 2026 – 31 May 2027

Place of Performance
Locations include Dona Ana Range Complex (DARC), McGregor Range Complex (MRC), Oro Grande Range Complex (ORC), and Fort Bliss, Texas.
