Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation notice. Quotes are being requested and a written solicitation will not be issued.

This combined synopsis/solicitation number is W9124M-25-Q-A015. The solicitation is issued as a request for quotation (RFQ). Vendors who are not registered and active in the System for Award Management (SAM) database prior to award will not be considered. Vendors may register online at www.SAM.gov.

This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-04 Effective June 11, 2025.

This requirement is 100% set-aside for Small Businesses. The associated North American Industry Classification System (NAICS) Code is 488991 and the Business Size Standard is $34 Million.

The contractor will furnish all personnel, equipment, facilities, supplies, services, and materials, except as specified herein as government-furnished, for the preparation of the personal property (including servicing of appliances) of Department of Defense (DoD) personnel for shipment, drayage and/or storage and related services through the Direct Procurement Method (DPM), Performance Work Statement (PWS), dated 29 November 2024. The work to be performed will be those services in the Schedules awarded to the contractor as outlined in individual Contract Line Item Number (CLIN) items. The period of performance is 01 September 2025 through 31 August 2026 as the base period with two (2) one - year option periods.

There will not be a site visit offered for this solicitation.

QUOTES PREPARATION AND EVALUATION INFORMATION: Offerors shall refer to Addendum to FAR clauses 52.212-1 & 52.212-2 in the solicitation.

Offerors to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, with its offer.

FAR clause 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, applies to this acquisition and addenda has added to the clause.

Class Deviation 2025-O0004 (Mar 2025) of FAR clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Products and Commercial Services, applies to this acquisition and checked FAR clauses cited in the clause are applicable to the acquisition.
