This is Amendment 0001 to 9594CS22Q0003.

This amendment updates as outlined below.

a. Added Insurance (Section H.6) requirement to Section H - Special Contract Requirements.

b. Provided updated FAR Clause 52.212-5 Contract Terms and Conditions Required To Implement Statutes or Executive Orders Commercial Products and Commercial Services (JAN 2022) to Section I - Contract Clauses.

c. All quotes must be submitted no later than Friday, January 21, 2022, at 11:00 AM Eastern Daylight Time (EDT).

d. Receipt of this Amendment 0001 must be acknowledged along with any submitted quote by providing a signed copy of page 1 of this amendment, i.e., the SF30.

Background
The Court Services and Offender Supervision Agency for the District of Columbia (CSOSA) is an independent agency in the executive branch of the federal government. CSOSA includes 2 major components: 1) the Community Supervision Program (CSP) and 2) the Pretrial Services Agency (PSA). CSP is responsible for supervising adult offenders who are on probation, parole or supervised release in the District of Columbia. PSA is responsible for monitoring or supervising adult pretrial defendants released in the DC Superior and US District Courts. The agency is responsible for creating and maintaining a coherent and effective program that increases public safety, prevents crime, reduces recidivism, and supports the fair administration of justice.
CSP includes the Office of the Director for the entire CSOSA, as well as Community Supervision Services. The CSOSA Director is responsible for oversight of PSA, which operates as an independent entity within CSOSA.

Work Details
The contractor is required to provide downtown parking with 24-hour access for CSOSA employees and Government-Owned Vehicles (GOVs). The parking requirements include accommodating parking for 28 vehicles (5 reserved spaces, 23 unreserved spaces) within .25 miles or less from CSOSA downtown work site (633 Indiana Ave). The agency seeks enclosed parking garages with accommodations for those with limited mobility/wheelchair accessibility.
Additionally, the contractor must provide information on garage security features and parking attendant protocols. Fixed signs or placards reading 'CSOSA Reserved GOV Vehicles ONLY' are required for reserved spaces, along with other specific requirements such as accessibility for large vehicles, single-space parking, and allowing drivers to park their own vehicles. The successful offeror shall be required to mail parking passes in enough time for the agency to receive them 10 days prior to the end of the current month.

Period of Performance
The period of performance of this purchase order shall be from March XX, 2022 through February XX, 2023.

Place of Performance
The Contractor shall perform all work under this purchase order at the CSOSA locations specified in Section C.
