Description

The General Services Administration, Public Buildings Service, Region 8 (hereinafter also referred to as "Region 8") requires facilities engineering, operations and maintenance, and related services as described in the attached National Operations & Maintenance Specification for Downtown Denver, Colorado and Boulder, Colorado Facilities Engineering and Operations & Maintenance ("the Specification") and other attachments to this announcement. Region 8 intends to establish a single-award blanket purchase agreement (BPA) against the Multiple Award Schedules (MAS) program under the Facilities category. Region 8 will issue a single-award BPA to one (1) vendor that provides the overall best value solution. Information on special item numbers. The primary special item number (SIN) of the scope of services is listed under GSA Schedules as 561210FAC, Facilities Maintenance and Management. The scope of services further includes the primary SINs Order-Level Materials (OLM) under the Miscellaneous category. Vendors interested in submitting a quote must have both of these primary SINs as part of its underlying Schedule contract. The SINs Ancillary Repair and Alterations (ANCRA) and Ancillary Supplies and Services (ANCILLARY) are included as secondary SINs that are highly encouraged but not required to submit a quote. If the selected vendor does not have these secondary SINs, then the Government may work with the selected vendor to make sure these secondary SINs are incorporated into the underlying GSA Schedule contract. Term of the BPA. The term of the BPA is for a base year of basic services and nine, one-year options. The BPA will include a six-month extension of services in accordance with FAR 52.217-8 Option to Extend Services. The BPA will include additional services for unknown scope, unknown quantity, and unscheduled activities within the general scope of the BPA such as correction of equipment problems; adjustments to systems and equipment controls and parameters; unscheduled maintenance; minor building systems repairs; replacement of equipment or systems parts or components; repair and maintenance of architectural, plumbing, electrical, and mechanical systems; systems and equipment testing outside regularly scheduled services; and systems and equipment diagnostics (the list is not exhaustive). The Government intends to place BPA call orders to fulfill the requirements, scope, goals, and objectives as described in the Specification and BPA Documents. See the attachments Request for Quotation (RFQ) for Downtown Denver, Colorado and Boulder, Colorado Facilities Engineering, Operations & Maintenance, and Related Services for details. A single-award BPA will be based on non-price and price factors through a best value selection process. In the best value evaluation, non-price factors, when combined, are more important than the price quote. The price evaluation includes the base requirement for basic services and all options for basic services. Price becomes more important in the tradeoff analysis as the difference between the non-price and price factors is less significant. The evaluation factors listed below are in descending order of importance unless two non-price factors are described as approximately equal in importance to one another. Quality Management Staffing Plan Relevant Experience Past Performance Energy Optimization Approach Fire and Life-Safety Approach Socioeconomic Status Relevant Experience and Past Performance are approximately equal to each other in importance. Energy Optimization Approach and Fire and Life-Safety Approach are approximately equal to each other in importance. Socioeconomic Status is significantly less important than any of the other non-price factors. The Government will conduct this procurement in a phased submission approach. Phase I requests vendors to submit basic information to determine whether the vendor is eligible to receive the award of the BPA. Generally, the requested information in Phase I includes details about the vendor's GSA schedule contract and the proposed business arrangement (see attached RFQ for details). The deadline for Phase I submissions is July 21, 2023. Phase II requires vendors to submit a response for all non-price factors and pricing details described in Section 10 and Section 11 of the attached RFQ. The deadline for the Phase II submission is October 26, 2023. Failure to submit the requested information in a timely manner may result in rejection of the quote. Vendors are invited to register for a pre-quote conference and schedule site visits per the instructions in the RFQ for Downtown Denver, Colorado and Boulder, Colorado Facilities Engineering, Operations & Maintenance, and Related Services attachment. See the documents attached to this announcement for details.
