The contractor shall provide all management, tools, supplies, equipment, and labor necessary for the installation of various types of insulation materials on a wide range of applications at Dover AFB in a satisfactory manner. Please keep in mind this requirement is for the establishment of one or more Blanket Purchas Agreements. The amount of work to be done for each call may vary. The pricing schedule attached to this notice should be filled in for per unit pricing. Refer to the performance work statement attached to this notice for more information regarding the specific tasks to be accomplished.

Background
The contract is issued by the 436th Contracting Squadron at Dover Air Force Base (AFB) with the goal of establishing one or more Blanket Purchase Agreements for insulation installation services.

The primary mission of the agency is to ensure that all necessary management, tools, supplies, equipment, and labor are provided for the installation of various types of insulation materials across a wide range of applications at Dover AFB. This requirement aims to enhance energy efficiency, prevent condensation, resist corrosion, reduce noise, and ensure safety against burn hazards.

Work Details
The contractor shall provide all management, tools, supplies, equipment, and labor necessary for the installation of various types of insulation materials on a wide range of applications at Dover AFB.

Specific tasks include:
1. Installing insulation materials for energy preservation, condensation prevention, corrosion resistance/prevention, noise reduction, and safety (burn hazards).
2. Applications include chilled water systems, domestic hot and cold water systems, recirculation systems, steam pipes (high and low pressure), chemical pipes, air conditioning ducts and equipment, mufflers, exhaust hoods and ducts, exhaust stacks, tanks air separators, chillers, boilers, drains, converters, and pumps.
3. Types of insulation materials to be installed include Armaflex (sheet and pipe covering), Calcium Silicate (block and pipe covering), Fiberglass pipe covering with service jackets, Fiberglass duct board (ASJ and FSK finish), Mineral wool board (FSK and unfaced), Foamglas (block and pipe covering), Tubolit pipe covering, Temp Mat, Fiberglass tank wrap, Aluminum jackets (smooth/corrugated/stucco finish), PVC jackets, stainless steel/aluminum bands and clips, washers (spin/cap), nail hangers (self-adhering/glue-on), various tapes (ASJ/FSK/Armaflex/Zeston), Armaflex glue/finish/mastic products (rubber/asphalt based), insulating cement, membrane cloths/canvas of various weights and fitting covers (PVC/aluminum).

All work must comply with the highest safety standards and applicable codes.

Period of Performance
The contract period of performance is from March 1st, 2025 to February 28th, 2030.

Place of Performance
All construction projects will be performed at Dover Air Force Base in Delaware.
