Dover AFB - Dorm B435 Design Demolition and Construction

Background
The 436th Contracting Squadron at Dover Air Force Base (AFB) is seeking a contractor to provide comprehensive design and construction services for the repair of Dormitory Facility 435.

The project aims to adhere to the Air Force Whole Building Design Guide and the Dover AFB Installation Facility Standard, ensuring compliance with all applicable codes. The contract magnitude is estimated between $1,000,000 and $5,000,000.

Work Details
The contractor will utilize the provided 35% design documents to develop all necessary design documents including statements of work, basis of design, drawings, specifications conforming to UFGS/UFC standards, and cost estimates.

The scope includes:
- Repair of exterior concrete deterioration/spalling on beams, walls, and ceilings using high sulfate resistant concrete.
- Removal of loose concrete and treatment of exposed rebar.
- Repainting of all exterior surfaces after treating repairs with Siloxane.
- Repair or replacement of concrete plank expansion joints for watertight integrity.
- Replacement of gutters and downspouts with appropriately sized systems based on roof runoff calculations.
- Demolition of the west wing down to its connection with the Airmen’s Attic while complying with UFGS demolition requirements.
- Replacement of all exterior windows with approved double-pane windows meeting blast hazard standards.
- Comprehensive HVAC system updates including installation of new mechanical units, ductwork insulation, and control systems compatible with existing energy management systems.
- Update fire suppression systems to current NFPA standards including installation of a new wet pipe system and associated components.
- Plumbing repairs including replacement of leaking pipes in the laundry room and routing new vertical piping through central chases.

Period of Performance
The total period of performance for this project is 315 calendar days, negotiable prior to award.
