THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES

The 436th Contracting Squadron intends to award a sole-source contract to Action Target Inc. (Cage Code: 0N2W7), under the authority of Revolutionary FAR Overhaul (RFO) 6.103-1, 10 U.S.C. 3204(a)(1). This is a sole-source requirement based on only one responsible source and no other supplies or services will satisfy agency requirements. The Contracting Officer (CO) may solicit from one source if the CO determines that the circumstances of the contract action deem only one source reasonably available. Due to the proprietary nature and patented systems of the requirement, Action Target Inc. is the sole authorized service provider for Dover AFB's CATM Bullet Trap System in the U.S. and Canada.

There are currently no available funds for this requirement and this notice of intent is published for informational purposes only. This is NOT a request for competitive quotes and no solicitation document will be posted for the requirement. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Interested vendors must respond to this notice on or before 12:00 P.M. EDT, 05 May 2026 to the Point of Contact's listed below.

Background
The 436th Contracting Squadron intends to award a sole-source contract to Action Target Inc. for the maintenance of the Combat Arms Firing Range Bullet Trap System at Dover AFB. This requirement is based on the proprietary nature and patented systems of the service, making Action Target Inc. the only authorized provider in the U.S. and Canada.

The contract aims to ensure safety during training by maintaining critical components of the firing range.

Work Details
The contractor shall conduct quarterly maintenance tasks to ensure the Combat Arms Firing Range Bullet Trap System is safe and operational. Responsibilities include:

- Providing trained personnel certified on range components;
- Checking electrical components (testing voltage levels, functionality of interface components, cleaning enclosures);
- Inspecting and purging compressors and airlines (checking oil levels, draining condensation, testing for leaks);
- Inspecting bullet traps (measuring openings, checking impact plates and deflectors);
- Servicing the Dust Collection Unit (DCU) including checking functionality and replacing filters;
- Providing detailed quarterly inspection reports that include current conditions, life expectancy of components, replaced items, and suggested maintenance actions.

Period of Performance
The contract will be performed on a quarterly basis, ideally in October, January, April, and July.
