Background
The Memphis District of the U.S. Army Corps of Engineers (USACE) has a requirement for five hydraulic-driven double drum waterfall winches with diesel-hydraulic power unit systems. The agency's mission includes providing engineering solutions to support the nation's defense and civil works programs. The goal of this contract is to procure winches suitable for operation in a marine environment, which will enhance the operational capabilities of various barges used by USACE.

Work Details
The contract requires the delivery of five (5) double-drum winches with the following specifications:
- Hydraulic-driven double drum waterfall winches
- Diesel-hydraulic power unit systems
- Suitable for marine environments
- Comparable features to AmClyde Frame 8 two-drum winch system
- Capacity to hold 1000 feet of 1-1/8 inch cable on upper and lower drums
- Capability to handle anchors weighing between 6,000-8,000 lbs on both starboard and port sides of the barge.

Delivery is required at the USACE Ensley Engineer Yard located at 2915 Riverport Road, Memphis, TN 38109. The specific distribution includes:
- Two (2) winches for anchor barge 6708
- Two (2) winches for bank grader 6707
- One (1) winch for anchor barge 6706.

Period of Performance
The period of performance for this contract is as soon as possible and no later than eleven (11) months from the time the contract is awarded.
