DoT Update to National Motorcycle Safety Resources - Market Research

The National Highway Traffic Safety Administration (NHTSA) is seeking to update and enhance its National Motorcycle Safety Resources. The purpose of this project is to update, align, and enhance the NAMS Implementation Guide, Model National Standards for Motorcycle Entry-Level Motorcycle Rider Training, and Model National Standards for State Motorcycle Rider Training Programs. The goal is to provide current, relevant, scientifically based, and proven materials that support the national direction of Motorcycle Safety in saving lives and preventing injuries.

The contractor will be responsible for reviewing the current documentation, assembling a working group of motorcycle safety stakeholders, identifying and reviewing data sources, developing updated materials, and disseminating them to relevant stakeholders. The contractor will also be required to provide monthly reports on the progress of the project.

The period of performance for this contract is 24 months from the date of award. The evaluation factors for awarding the contract include the technical approach/work plan, qualifications of project personnel, and experience and past performance. The technical approach/work plan will be evaluated based on the applicant's understanding of the work required, their management plan, and their approach to tracking and controlling costs. The qualifications of project personnel will be evaluated based on their roles and expertise. Experience and past performance will be evaluated based on the applicant's experience in developing education tools, communicating with target audiences, and their history of completing projects on time and satisfying clients.
