The Department of Transportation's Office of the Senior Procurement Executive (OSPE) is seeking support for the development of policies related to the Transportation Acquisition Regulation (TAR) and Transportation Acquisition Manual (TAM). The contractor will assist in the development of these policies, which will be driven by changes in the acquisition process, review of dollar thresholds, guidance from the Office of Federal Procurement Policy, and other directives.

Under Task 1, the contractor will provide support for TAR rulemaking activities, including reconciling internal DOT comments on proposed rules, addressing comments from Office of Management and Budget and Federal Register editors, preparing documents for submission to the DOT rulemaking process, monitoring public comments in the Federal Register, and preparing responses. They will also assist in preparing the final rule and Federal Register notice for publication.

Under Task 2, the contractor will support TAM policy development by reviewing existing laws, regulations, guidance, and other information to determine if potential TAM parts need to be drafted. They will also assist in updating the TAM by monitoring the Federal Register, Special Notices, and Federal Acquisition Circulars.

The desired personnel experience includes a subject matter expert in acquisition policy with at least 10 years of experience in the federal acquisition field. A bachelor's degree is required, while a master's degree in business or contracting is preferred. Familiarity with the Federal Acquisition Regulation (FAR) is also necessary.
