The General Services Administration (GSA) is conducting market research on behalf of the Department of Transportation (DOT) to address a critical infrastructure need at the Great Lakes St. Lawrence Seaway Development Corporation (GLS). Established in 1954, the GLS plays a vital role in maintaining and operating the U.S. portion of the St. Lawrence Seaway, a significant waterway for international trade between the Port of Montreal and Lake Erie. The GLS's mission is to ensure a safe, efficient, and environmentally responsible transportation system that supports economic development across the Great Lakes region.

The current project focuses on replacing two outdated power distribution systems at the GLS Maintenance Base located in Massena, New York. These systems are essential for maintaining operations at two key facilities: the Maintenance Base buildings and the Paint Shop. The existing transformers are aging and undersized, lacking adequate backup power capabilities. The project aims to install new 13.8KV-480V power distribution systems that include transformers, main breakers, automatic transfer switches (ATS), emergency generators, switchgear, power panels, and other necessary components.

Specifically, work will be conducted in two distinct areas within the Maintenance Base: Auto Shop Area 1 and Paint Shop Area 2. In Auto Shop Area 1, contractors will supply and install a comprehensive power distribution system featuring an emergency generator and mobile load bank among other elements. Similarly, Paint Shop Area 2 will receive upgrades including a new transformer and associated electrical infrastructure designed to enhance reliability and efficiency.

This project also involves establishing new dual underground high-voltage feeds from a soon-to-be-installed NYPA structure #60A to ensure seamless integration with existing infrastructure while minimizing disruptions during construction phases. Contractors must adhere to detailed technical specifications outlined in electronic documents provided by GLS to meet all regulatory requirements effectively.
