Description

The United States Department of Transportation (DOT), Federal Transit Administration (FTA) is seeking professional services to provide project management oversight for major transit infrastructure projects. The purpose of the Project Management Oversight Program is to ensure project sponsors have the technical capacity, capability, and appropriate plans to deliver major capital projects on schedule and within budget. The program includes reviewing project management plans, assessing technical capacity and capability, and evaluating the effectiveness and efficiency of federally assisted transit projects. The contractor will provide high-quality support in areas such as systems integration, risk assessment, civil/environmental engineering, quality assurance/quality control, communications engineering, structural engineering, and more. The contractor will be responsible for managing the day-to-day activities of task orders and ensuring compliance with all applicable regulations and guidelines.

The acquisition planning and resultant multiple award contracts will collectively be referred to as the Project Management Oversight (PMO) program. The PMO program aims to provide the Federal Transit Administration (FTA) with professional, technically-focused services to render critical programmatic inputs for a variety of FTA program decisions for its grants programs and major capital projects. The contractor will review project management plans (PMPs) and assess project sponsors' technical capacity and capability to ensure successful delivery of projects within budget, schedule, and in accordance with federal requirements. The contractor's products and services will assist FTA in accomplishing its legislatively mandated mission by evaluating the effectiveness and efficiency of grantees' development and implementation of federally assisted transit projects.

The contract management and administration will be handled by the contractor who will provide all management, administration, staffing, planning, scheduling, etc., for all items of service required by the contract and/or task order. This includes activities such as submitting proposals to the agency, recruiting and hiring staff, maintaining necessary skills through teaming or subcontract arrangements, managing subcontractors/team members, managing facilities used for performance of the contract, planning travel arrangements for personnel, and tracking and reporting on government furnished materials. The contractor will also be responsible for assembling billing data, generating and tracking invoices, and managing subcontractors/team members. The contract will be performed in the United States and its territories, with specific requirements further identified at the task order level.

Overall, the contractor will play a crucial role in providing project management oversight for major transit infrastructure projects funded by the FTA. They will review project management plans, assess technical capacity and capability, evaluate project sponsors' compliance with federal requirements, and ensure projects are delivered on schedule and within budget.
