Description

The United States Department of Transportation (DOT), Federal Transit Administration (FTA) is seeking professional, technically-focused services to provide oversight for major transit infrastructure projects. The purpose of the Project Management Oversight Program is to ensure project sponsors have the technical capacity, capability, and appropriate plans to deliver major capital projects on schedule and within budget. The PMO contracts will provide critical programmatic inputs for FTA's grants programs and major capital projects. Key services include reviewing project management plans and assessing the project sponsor's technical capacity and capability. The PMOCs will also evaluate the effectiveness and efficiency of grantees' development and implementation of federally assisted transit projects.

The labor categories for this contract include Program Manager, Task Order Manager I and II, Systems Integration Engineer I and II, Risk Assessment Manager I and II, Civil/Environmental Engineer I and II, QA/QC Manager, Communications Engineer I and II, Structural Engineer I and II, Mechanical Engineer, Buy America Expert I, and Transit Operations Manager. These personnel will be responsible for various tasks such as reviewing project plans, conducting risk assessments, ensuring compliance with regulations, providing technical expertise in specific areas, and managing project schedules.

The contract management and administration will be handled by the Contractor who will provide all necessary management, administration, staffing, planning, scheduling, etc. They will also be responsible for maintaining an adequate workforce to ensure uninterrupted performance of all tasks. The Contractor will work closely with the Contracting Officer Representative (COR) or Alternate COR (ACOR) who will act as liaisons between the Contractor and the Government during the performance of the contract.
