Description

The Department of Transportation (DOT), through the General Services Administration (GSA), is conducting market research to support the New Car Assessment Program (NCAP). The primary goal of this program is to furnish consumers with valuable safety ratings information, aiding them in making informed decisions when purchasing vehicles. This initiative is pivotal in ensuring that new passenger vehicles adhere to federal requirements by displaying safety ratings published by the National Highway Traffic Safety Administration (NHTSA). To achieve this, NCAP releases test results promptly after testing vehicles, allowing consumers access to critical safety data during their decision-making process.

The work requested involves comprehensive testing and data collection necessary for assigning rollover resistance ratings to new vehicles. Since its inception in 1979, NCAP has expanded its consumer information offerings to include frontal crashworthiness, side crashworthiness, and rollover resistance ratings. The contract will allow NHTSA to continue implementing its rollover resistance rating program as mandated by the Transportation Recall Enhancement, Accountability, and Documentation (TREAD) Act of 2000. Initially based on a vehicle's Static Stability Factor (SSF), these ratings now incorporate dynamic rollover testing data since the 2004 model year. Following public consultation and evaluation of dynamic testing approaches, NHTSA adopted the Fishhook Maneuver test for dynamic rollover assessments.

The contractor will be responsible for providing all necessary facilities, services, materials, supplies, and equipment excluding Government-Furnished Property to conduct dynamic rollover resistance tests using the Fishhook Maneuver procedure. This includes inspection services for NCAP vehicles and test instrumentation calibration. Moreover, within two weeks of contract award, a kick-off meeting involving key contractor staff and NHTSA representatives will be conducted via conference call to review contractual terms and ensure alignment on project milestones and deliverables.
