Description

The U.S. Department of Transportation (DOT) National Highway Traffic Safety Administration (NHTSA) is seeking to improve the accuracy and uniformity of NHTSA crash data through the development and delivery of education for data collectors and data users. They are looking to create a set of learning programs and formats to meet the diverse needs of data collectors, the public, and data users to improve their understanding of the Model Minimum Uniform Crash Criteria (MMUCC) data elements and concepts. The objective of this contract is to provide support to NHTSA in the management of NHTSA's National Center for Statistics and Analysis (NCSA) MMUCC training program in support of the Electronic Data Transfer (EDT) initiative. The contractor will be responsible for developing training curricula, content, and materials, as well as delivering the training through various formats such as web-based media, Learning Management Systems (LMS), and live instruction.

The contractor will also be responsible for tracking demand for training materials, registering students for live training sessions, administering an LMS, tracking student statistics, coordinating logistics for live training sessions including selecting appropriate training rooms and arranging transportation and audiovisual equipment, developing methods for assessing students' understanding and knowledge learned from the educational material, and responding to requests for additional NCSA training.

The contract will include post-award orientation and kickoff meetings, the development of a master work plan and annual training plan, hiring and training staff, developing training curricula and materials based on MMUCC and ANSI D.16 guidelines, delivering the training through various formats, coordinating logistics for live training sessions, providing monthly progress reports and financial reports, collaborating with other NHTSA contractors, protecting privacy of sensitive information, and requesting travel when necessary. The contract is expected to be awarded within four weeks of contract award with a performance period that includes multiple contract years.
