DOT - MC Equity Focus Groups - MRAS

The National Highway Traffic Safety Administration (NHTSA) is seeking to address the problem of motorcycle safety and equity. Motorcyclists, particularly non-White motorcyclists, continue to experience high rates of fatal and serious injuries in traffic crashes. NHTSA aims to understand the experiences of non-White motorcyclists and identify any traffic-related inequities they may face. To achieve this, NHTSA plans to conduct focus groups with non-White motorcycle operators and passengers to explore their lived experiences regarding equity and traffic safety. The focus groups will cover topics such as licensure, access to training and safety gear, interactions with law enforcement, and post-crash care. The research outcomes will benefit NHTSA Regional Offices, State Highway Safety Offices, and advocacy groups.

The Contractor will be responsible for conducting the focus groups, developing a Moderator's Guide, securing locations for the groups, recruiting participants, managing the schedule, providing focus group materials, conducting data analysis, ensuring confidentiality of data, and preparing a final report. The Contractor will also need to comply with plain language standards in all written documents and implement a quality control process for deliverables.

The timeframe for this acquisition is expected to be approximately 32 months from the date of award. The place of performance for the focus groups will be determined by the Contractor, who will propose locations for the groups with justification. Warm-weather locations must be included. The Contractor will need to work closely with NHTSA representatives throughout the project, attending a virtual kickoff meeting and providing regular updates on progress.
