The Department of Transportation (DOT), through the General Services Administration (GSA), is conducting market research to support the Maritime Administration (MARAD) in its efforts to enhance vessel longevity and operational readiness. The work being requested involves two main components: Root Cause Analysis (RCA) and Service Life Evaluation Program (SLEP). The RCA tasks require contractors to collect incident data, conduct laboratory analyses if necessary, engage stakeholders through structured interviews, and apply methodologies such as the 5 Whys or Cause and Effect Tree Analysis. The objective is to identify root causes of failures or incidents on vessels, document findings with supporting evidence, develop cause-effect diagrams, causal factor charts, detailed timelines, and propose corrective actions based on identified root causes.

In addition to RCA tasks, contractors are also expected to perform tasks under SLEP aimed at extending the service life of vessels. This includes conducting engineering analyses such as finite element analysis (FEA), spectral fatigue assessments, strength analyses, condition-based reviews of major systems and equipment, as well as inspections and surveys of structures and mechanical systems. Recommendations will be provided for structural inspections and assessments; upgrades for hulls; mechanical and electrical systems; critical system replacement or refurbishment; component testing; calibration; and certification. Through these comprehensive evaluations and recommended actions, MARAD aims to maintain a high standard of operational excellence in its maritime operations.
