The General Services Administration (GSA), on behalf of the Department of Transportation (DOT), is conducting market research to support the Ready Reserve Force (RRF) program, a crucial component of the Maritime Administration's National Defense Reserve Fleet (NDRF). The RRF consists of approximately 60 vessels designed to facilitate the rapid global deployment of U.S. military forces by transporting Department of Defense unit equipment and initial re-supply. The operation and maintenance of these vessels are managed by commercial ship management companies under contract with the U.S. Maritime Administration (MARAD).

The focus of this Request for Information (RFI) is on enhancing the Ready Reserve Force Management System (RMS), which utilizes Commercial-Off-The-Shelf (COTS) software applications and hardware infrastructure. This system currently employs a customized version of the American Bureau of Shipping's Nautical Systems Enterprise (NSE), a MySQL-based database application used for maintenance management across MARAD vessels. The RMS also incorporates third-party applications for generating customized reports and remote access to shipboard servers and workstations, supporting approximately 1,500 active users.

To further streamline operations, MARAD seeks specialized COTS software solutions that encompass maintenance, purchasing, spare parts inventory, and budget management within the NDRF. This includes production and training platforms with professional consulting services from experts familiar with these data software applications. Contractor personnel will require access to DOT networks and MARAD NSE databases while adhering to security protocols such as obtaining a DOT Personal Identification Verification card.

The scope includes providing annual licenses for various functionalities like maintenance, purchasing, dry-dock operations, electronic logs, on-demand reporting, system administration, general data management, interface management, and replication across both shipboard systems and remote sites. These licenses must accommodate both production and training environments with flexibility for annual review and modification based on MARAD's evolving needs.
