DOT MARAD - Poland Avenue Wharf Facilities Maintenance - MRAS

The Department of Transportation (DOT), through the General Services Administration (GSA), is conducting market research to support the modernization and long-term sustainment of the Poland Avenue Wharf facility in New Orleans, Louisiana. This facility is a critical component of the National Defense Reserve Fleet (NDRF) program managed by the Maritime Administration (MARAD). The primary goal is to ensure that this strategic maritime infrastructure remains fully operational and compliant with contemporary safety, security, and environmental standards.

The Poland Avenue Wharf serves as a berthing location for Ready Reserve Force (RRF) vessels and includes essential administrative offices and warehouse storage that facilitate MARAD's mission. The existing infrastructure, originally constructed in 1919, requires significant upgrades to address structural degradation, security vulnerabilities, and outdated systems. The contract aims to modernize these facilities to improve resilience against severe weather events and enhance operational efficiency.

The scope of work involves comprehensive facilities management services encompassing preventive maintenance, structural repairs, infrastructure modernization, and security enhancements. Contractors are expected to provide management expertise alongside technical and engineering services that align with federal standards for safety, energy efficiency, accessibility, and environmental protection.
