Description

On behalf of the Department of Transportation (DOT), the General Services Administration (GSA) is conducting market research to support the New Car Assessment Program (NCAP). The primary objectives of NCAP are to provide consumers with safety ratings information that can guide their vehicle purchasing decisions and to encourage automobile manufacturers to enhance vehicle occupant protection through design improvements. This initiative aligns with federal mandates requiring new passenger vehicles to display safety ratings published by the National Highway Traffic Safety Administration (NHTSA). The work outlined in this solicitation will ensure that NCAP continues to meet these federal requirements by producing test data necessary for assigning crashworthiness ratings to new vehicles.


The scope of work involves comprehensive inspection, testing, and reporting services for various types of full-scale vehicle impact tests. These include frontal rigid barrier impact testing, side impact moving deformable barrier testing, side pole barrier impact testing, and frontal oblique impact testing. Additionally, supplemental tests will be conducted in accordance with specific Federal Motor Vehicle Safety Standards (FMVSS), such as windshield mounting and zone intrusion, fuel system integrity, and electric-powered vehicle safety concerning electrolyte spillage and electrical shock protection. The contractor is also expected to perform supplemental NCAP Child Restraint System research testing and Side Air Bag Out-of-Position (SAB-OOP) testing.


Further responsibilities include qualification testing for a range of test dummies as specified in the included test procedures, additional vehicle inspections, parts removal and measurements, test instrumentation calibration, and preparation of vehicles for disposition. All facilities required for executing these tasks must be fully operational at the time of proposal submission. A kick-off meeting will be held shortly after contract award to review contractual matters and ensure all parties have a common understanding of the general requirements.
