DOT - FTA Procurement System Review - MRAS

The United States Department of Transportation (DOT), through the Federal Transit Administration (FTA), is seeking to enhance its oversight of procurement systems utilized by recipients of federal transit funds. This initiative, conducted in partnership with the General Services Administration (GSA), involves comprehensive market research aimed at identifying capable vendors who can support the FTA's Procurement System Review (PSR) Program. The overarching goal is to ensure that recipients maintain efficient and compliant procurement operations in alignment with federal regulations, specifically those outlined in 2 CFR Part 200. By doing so, the FTA aims to facilitate improved procurement practices, identify and address technical assistance needs, and foster the adoption of industry best practices.

The PSR Program requires vendors to conduct detailed reviews of procurement systems used by a diverse range of recipients receiving Chapter 53 grants under Title 49 of the United States Code. The work involves assessing compliance with statutory requirements, identifying recurring or systemic issues among recipients, and highlighting policy issues for further development. Vendors will also be responsible for spotting emerging trends at both recipient and national levels, which will inform curriculum development for FTA-sponsored technical training courses. Furthermore, these reviews contribute to reports directed at FTA leadership, Congress, and other relevant stakeholders within the transit community.

In executing these reviews, contractors are expected to adhere strictly to established Standard Operating Procedures (SOPs) as outlined in various FTA Review Manuals. This includes conducting work in accordance with procedures like the Triennial Review/State Management Review SOP and Findings Management SOP. Contractors must document their efforts comprehensively, ensuring all documentation is preserved and made accessible to appropriate FTA offices via designated information repositories. Additionally, contractors must coordinate closely with various FTA offices and subject matter experts across program management, safety oversight, legal counsel, administration services, and regional services.

The anticipated contract will span a base period of twelve months with four optional twelve-month extensions. The performance structure is hybridized between remote coordination and on-site engagements as necessary. Through this solicitation process aimed at small businesses capable of delivering on these requirements detailed in the Statement of Work (SOW), DOT seeks not just compliance but also innovative solutions that can elevate national transit procurement standards.
