DOT - Financial Management Oversight (FMO) Program Support - MRAS

The U.S. Department of Transportation (DOT), through the General Services Administration (GSA), is conducting market research to identify potential vendors capable of supporting the Financial Management Oversight (FMO) program administered by the Federal Transit Administration (FTA). The primary goal of this initiative is to ensure that FTA can effectively discharge its financial oversight responsibilities, as mandated by Congressional direction. This program plays a crucial role in assessing the financial capacity and management systems of recipients, ensuring they are equipped to manage federal funds responsibly and efficiently.

The FMO program, authorized under 49 U.S.C., Section 5338, has been a key component of FTA's management tools since its inception in July 1991. It encompasses a range of activities including safety, procurement management, and financial compliance reviews. The program's objective is to conduct independent financial assessments that provide assurances regarding grantees' sound financial management systems and internal controls. Over time, the FMO review process has been refined with updates to its Resource Manual reflecting changes in internal control standards and procedures.

Vendors interested in participating are expected to assist with various aspects of the FMO services as outlined in the Statement of Work (SOW). Key tasks include attending contract kickoff meetings, producing monthly progress reports alongside risk and issue logs, and participating in quarterly contractor meetings with the Office of Program Oversight. These responsibilities aim to ensure mutual understanding among all parties involved regarding work expectations while maintaining transparency through regular reporting.

The contract is structured as a labor-hour agreement with an anticipated period of performance comprising one 12-month base period followed by four optional 12-month extensions. The place of performance will be at facilities provided by the contractor where they will execute their duties as specified within this requirement. Potential vendors are encouraged to demonstrate their experience relevant to these areas without submitting standard capability brochures as part of their response.
