Description

The Department of Transportation (DOT), in collaboration with the General Services Administration (GSA), is conducting market research to identify potential contractors capable of providing comprehensive stakeholder outreach, marketing, and multimedia communication services. This initiative is aimed at supporting the Federal Highway Administration's (FHWA) Office of Research, Development, and Technology (RD&T) at the Turner-Fairbank Highway Research Center (TFHRC). The primary goal is to enhance stakeholder engagement and improve the effectiveness of research deployment across various FHWA programs.

The Turner-Fairbank Highway Research Center serves as a pivotal facility for applied highway research, development, and technology. It undertakes innovative projects that address critical needs within the nation's highway system. Research conducted at TFHRC spans a wide array of topics including digital and physical roadway infrastructure, connected vehicles, vehicle-to-infrastructure communications, transportation data analytics for policy formulation, human factors engineering, and more. These initiatives aim to bridge knowledge gaps and accelerate the implementation of advanced technologies that cater to both current and future transportation demands.

Under this task order, contractors are expected to deliver a suite of services encompassing program management, technical writing, editorial support, stakeholder outreach strategies, and strategic communications. Specific tasks include project management; editorial review; graphic design; digital marketing; coordination of digital and print publications such as FHWA's Public Roads magazine; video production; website content management; social media strategy development; event support; and more. These activities are essential for effectively communicating research outcomes and innovations developed through programs like the Exploratory Advanced Research (EAR) Program and Small Business Innovation Research (SBIR).

The FHWA's Office of Research Services (HRRS) will oversee this requirement by managing policy execution, budgeting processes, program administration, as well as developing comprehensive communication strategies for RD&T initiatives. HRRS plays a crucial role in ensuring all communication products are meticulously reviewed in collaboration with FHWA's Office of Public Affairs before dissemination. Additionally, HRRS provides consultation services on publications-related matters while handling printing requests and distribution support for various informational resources across FHWA offices.
