DOT - FAA Cloud Migration - MRAS

The General Services Administration (GSA), on behalf of the Department of Transportation (DOT), is conducting market research to support the Federal Aviation Administration (FAA) in its efforts to migrate its systems from one Cloud Service Provider (CSP) to another. This initiative is part of the FAA's broader strategy to optimize its cloud infrastructure and enhance the efficiency and scalability of its applications. The primary goal is to gather information from industry experts that will inform the FAA's planning and decision-making processes concerning this potential migration.

The work being requested involves providing a detailed Rough Order of Magnitude (ROM) cost estimate for migrating FAA systems across different cloud environments. The FAA maintains over 200 applications with varying degrees of complexity, ranging from simple re-hosted applications to complex cloud-native solutions built using containers or platform-as-a-service offerings. Respondents are expected to provide itemized cost estimates for each scenario described, including labor categories, fully burdened rates, and projected hours per labor category. This information will help the FAA understand potential costs associated with different migration strategies.

As part of this request for information (RFI), respondents are asked to consider several illustrative hypothetical scenarios representing a range of application complexities used by the FAA. These scenarios include simple applications, simple cloud-native applications, moderately complex applications, and highly complex ones. The aim is to capture a comprehensive view of potential migration costs across these varied application types, taking into account factors such as architecture, existing infrastructure dependencies, and any necessary refactoring or rebuilding efforts.
