DOT - FAA Cloud Hosting Services (BPA) - MRAS

The General Services Administration (GSA), on behalf of the Department of Transportation (DOT), is conducting market research to identify potential vendors capable of providing cloud services for the Federal Aviation Administration's (FAA) Mission Support Operating Environment (MSOE), Research and Development Operating Environment (RDOE), Mission Essential Operating Environment (MEOE), and Mission Critical Operating Environment (MCOE). These environments are crucial for the FAA's day-to-day operations. The FAA currently utilizes Amazon Web Services (AWS) and Microsoft Azure for its cloud hosting needs but is looking to expand into a multi-cloud environment. This expansion aims to enhance flexibility, scalability, and operational efficiency.

The current contract supporting the FAA's cloud services was established under DFACT-15-D-00003 and has facilitated the migration of over 200 business applications from on-premise data centers to AWS and Azure since 2015. The FAA's existing cloud infrastructure comprises approximately 500 accounts across AWS and Azure, with a predominant reliance on AWS. The agency anticipates an annual growth rate of at least 10% in its cloud operations, underscoring the need for a robust multi-cloud strategy that can accommodate evolving requirements without service interruptions.

Through this Request for Information (RFI), the FAA seeks insights into market capabilities concerning multi-cloud support, data migration strategies, compliance with federal regulations such as FedRAMP and FISMA, and vendor experience in managing interoperability across multiple Cloud Service Providers (CSPs). Potential contractors are encouraged to provide information about their strategies for offering competitive discounts, ensuring compliance, addressing challenges like vendor lock-in or migration between CSPs, and supporting multi-cloud environments effectively.

Moreover, while labor support services are planned to be acquired under a separate contract vehicle, vendors are invited to propose any value-added labor support services that could benefit the FAA's cloud enterprise functions. This RFI also seeks input on strategies to facilitate CSP expansion capabilities and value propositions such as cost management tools or security enhancements that differentiate offerings in this competitive landscape. Vendors with experience in supporting federal agencies in multi-cloud environments are particularly encouraged to share past performance examples or case studies demonstrating cost savings achieved through reseller agreements.
