DOT - Construction Schedule Consulting Services - MRAS

The General Services Administration (GSA) is conducting market research on behalf of the Department of Transportation (DOT) to support the Western Federal Lands Highway Division (WFLHD), a division within the Federal Highway Administration (FHWA). The primary goal of this initiative is to enhance the transportation infrastructure on federal lands through various construction projects, primarily focusing on 2-lane roads or highways. These projects are part of broader programs such as the Federal Lands Access Program, Federal Lands Transportation Program, Tribal Transportation Program, Defense Roads, and Emergency Relief for Federally Owned Roads. Additionally, WFLHD occasionally undertakes "non-core" projects for county and state partners across all 50 states and U.S. territories.

The work being requested involves developing in-house scheduling expertise within WFLHD's Construction Branch. This will involve evaluating Critical Path Method (CPM) construction schedules submitted by contractors under specific contract requirements. The focus will be on supporting Project Engineers in reviewing, approving, and utilizing contractor-furnished highway and bridge construction schedules effectively. This includes providing training on scheduling software, communicating scheduling requirements to contractors, performing time impact analyses, schedule recovery analyses, and implementing schedule review techniques to avoid claims.

Furthermore, the project aims to compile a summary of lessons learned from these activities and recommend specification revisions based on current practices developed through this contract. The FHWA is leading this project with strict adherence to scope limitations as defined by the Contracting Officer (CO), ensuring that no additional work beyond what has been approved is undertaken.
