DOT - Compilation of State Rider Instructor Recruitment - MRAS

The General Services Administration (GSA), on behalf of the Department of Transportation (DOT), is conducting market research to address a critical issue affecting motorcycle safety education across the United States. The primary focus of this research is to explore and document the successes and challenges associated with motorcycle rider instructor recruitment and retention practices. This initiative stems from a nationwide shortage of qualified instructors, which has been exacerbated in the post-pandemic era, leading to a significant impact on the availability of rider training classes.

The work requested involves a comprehensive review and analysis of state practices related to instructor recruitment for motorcycle safety programs. The goal is to identify common themes, both successful strategies and persistent challenges, across different states.
