The National Highway Traffic Safety Administration (NHTSA) is seeking a contractor to conduct an evaluation of the Click It or Ticket (CIOT) program. CIOT is a high-visibility enforcement campaign aimed at increasing seatbelt use. The goal of the evaluation is to determine the current effectiveness of CIOT in increasing seatbelt use, as well as understanding the public's perceptions and behaviors related to the campaign. The evaluation will include a nationally representative survey, observational data collection at selected sites, and analysis of secondary source data. The contractor will be responsible for developing survey items, collecting observational data, analyzing the data, and producing a final report detailing the findings.

The timeframe for this acquisition is expected to be 40 months from contract award. The place of performance will be determined based on the selected sites for data collection, which should be geographically and demographically diverse. The contractor will need to secure site participation and cooperation from law enforcement agencies and other stakeholders. The work will involve conducting surveys, collecting observational data, analyzing data using time series analysis and spatial analysis techniques, and developing visualizations and tools for communicating the findings.
