DOT - Acquisition and Technical Programmatic Support Svcs - MRAS

The U.S. Department of Transportation (DOT), through the General Services Administration (GSA), is conducting market research to identify capabilities related to acquisition and technical programmatic support services. This initiative is particularly focused on supporting the Federal Transit Administration (FTA), a key operating administration within DOT. The FTA's mission is to enhance the quality of life for Americans by ensuring a fast, safe, efficient, accessible, and convenient transportation system that aligns with national interests. The FTA provides financial assistance to various local transit agencies and organizations across the United States, facilitating a wide array of public transportation systems including buses, subways, light rail, commuter rail, streetcars, and more.

The Office of Acquisition Management (TAD-40) within FTA's Office of Administration plays a crucial role in meeting these goals by offering comprehensive acquisition management services. TAD-40 collaborates with program offices to develop effective business solutions that support FTA's critical mission requirements. From planning and execution to administration and emergency/disaster acquisition management, TAD-40 ensures the successful implementation of FTA programs.

The primary objective of this solicitation is to engage contractors who can provide expert acquisition and technical programmatic support services for TAD-40. The scope includes processing various service and commercial item acquisitions such as simplified acquisitions, small to large dollar contracts across different contract types like Labor Hour or Firm-Fixed Price (FFP). Contractors will be expected to handle tasks related to acquisition planning through contractual execution while providing senior-level expertise in federal acquisitions.

Key responsibilities include meeting with program officials for procurement actions from start to finish, providing subject matter expertise in federal acquisitions processes such as solicitation evaluation and contract administration. Additionally, contractors are expected to perform data analysis during pre-award and post-award stages, ensure quality assurance in documentation submissions, assist with contract modifications as necessary, and maintain accurate records using current systems like Enterprise Service Center (ESC) PRISM. Qualified candidates should have significant experience in federal acquisitions equivalent to Federal Acquisition Certification Level III training along with relevant educational qualifications.
