The U.S. Department of State (DOS), through the General Services Administration (GSA), is conducting market research to identify potential contractors for IT support services for the Office of Inspector General (OIG). The OIG's mission is to enhance efficiency and effectiveness in U.S. foreign affairs by providing independent oversight and investigations of the Department of State and its associated entities. This initiative aims to ensure that the OIG has access to comprehensive IT support that upholds industry best practices while maintaining data confidentiality, integrity, and availability.

The scope of work involves providing professional IT services for the operation and maintenance of OIG networks. The selected contractor will be responsible for furnishing all necessary personnel, management, supervision, transportation, equipment, and materials required to perform various IT support services as outlined in specific Performance Work Statements (PWS) for each task order. The contract will be structured as a multi-vendor, five-year firm fixed price/labor hour Blanket Purchase Agreement (BPA) or Indefinite Delivery/Indefinite Quantity (IDIQ), with a maximum shared ceiling of $80 million across all awards.

Contractors are expected to provide qualified personnel capable of delivering timely support as requested by program managers or other designated authorities within the DOS OIG. In addition to technical expertise, contractors must implement robust program management practices throughout the contract period. This includes assigning a Program Manager and an Alternate Program Manager who will oversee all aspects of contract performance and maintain communication with key government personnel.

Key personnel requirements include having a Program Manager responsible for recruitment, screening, interviewing qualified personnel, analyzing subordinate work performance, conducting regular meetings with Contracting Officer Representatives (COR), and ensuring compliance with federal regulations regarding employee conduct. The contractor must ensure that their employees possess the necessary qualifications and skills as specified in each task order while adhering strictly to federal guidelines.
