DOS - EBAARS - Market Research MRAS

The Bureau of the Comptroller and Global Financial Services (CGFS) is seeking a contractor to provide system life cycle support for the Enterprise Budgeting Accounting Acquisitions and Reporting Systems (EBAARS). The contractor will work in partnership with CGFS, the USAID Financial Systems Division, and CGI, the proprietary Momentum provider. The contractor will be responsible for business process analysis, platform support services, systems integration, operations and maintenance, EBAARS support for other DoS bureaus and offices, and program management. The estimated value of the annual orders is expected to be approximately $85M. The period of performance for this contract is 120 months.

The EBAARS system consists of various financial systems and reporting systems used by the Department of State (DoS) and USAID. The contractor will be responsible for analyzing, managing, and maintaining these systems to support user operations and improve efficiency and data accuracy. They will also develop and implement improvements and upgrades to meet business requirements. The contractor will provide support services such as software management, business process reengineering, acquisitions business process analysis, global business intelligence development, system operability verification testing, platform support services, systems integration, operations and maintenance, data conversion maintenance and support, and program management.

The place of performance for this contract will be at government facilities located in Washington, DC; Arlington, VA; Charleston, SC; Bangkok, Thailand; and other locations as specified in task orders. Travel may be required as part of the performance of some task orders. Security clearances are required for certain positions within this contract. Deliverables will be defined at the task order level and may include monthly user group meetings, project kickoff meetings, implementation plans, system test plans, project plans, performance management plans, quality control plans, program management reports, cost performance reports, deliverable documents such as training documents and configuration documents.
