DOS - Construction Management & Engineering Services BPA - MRAS

The U.S. Department of State (DOS), through the General Services Administration (GSA), is seeking to conduct market research for Construction Management Support Services. This initiative, spearheaded by the Office of Overseas Buildings Operations (OBO), aims to effectively plan and execute design and construction programs at various DOS facilities worldwide. The primary goal is to support the building and renovation of diplomatic facilities abroad, ensuring these projects meet high standards of quality and security.

The scope of work involves a comprehensive range of construction management services that span across different phases of project development, including conceptual, preliminary, and detailed stages. Contractors are expected to provide professional service employees who are equipped with necessary personnel security clearances as mandated in Section H.10 for additional Security Requirements. The services required include reviewing design documents, conducting special inspections, providing on-site construction management services, offering architectural and engineering forensic services, supporting construction scheduling activities, evaluating Requests for Equitable Adjustments (REAs), performing Time Impact Analysis (TIAs), claims mitigation, cost estimating, partnering facilitation services like Lean Construction/Pull Planning Facilitation Services, risk analysis, forensic audit services, and conducting constructability reviews at various project phases.

To fulfill these requirements effectively, the contractor must supply qualified personnel across several disciplines such as Architects; Civil, Mechanical, and Electrical Engineers; Project Controls Engineers (both Junior and Senior); Inspectors/Technicians in Civil/Mechanical/Electrical fields; Safety Inspectors/Officers; Construction Managers; Field Technicians/Tradesmen; among others. All candidates except Junior Project Controls Engineers should have a minimum experience of 5 7 years on active construction sites. Furthermore, proficiency in Microsoft Suite is mandatory for all roles to ensure efficient communication and documentation practices.
